High Court Halts Nairobi Governor Sakaja’s ‘Dishi na County’ Feeding Program

The High Court has issued a restraining order on the ‘Dishi na County’ feeding program proposed by Nairobi Governor Johnson Sakaja for primary schools in the city. The plan, aimed at financially assisting struggling parents and ensuring adequate meals for underprivileged children, was set to incur a total cost of Ksh1.2 billion, entirely funded by taxpayers.

Janet Muthoni Ouko, the Executive Director of Tunza Mtoto Coalition, filed a petition opposing the program, arguing that it lacked proper integration and should not be funded by the County government but rather by the national government. In her submissions, Ouko highlighted the absence of a legal notice authorizing the transfer and delegation of powers, functions, and responsibilities from the national government to the County Government regarding primary schools.

Governor Sakaja had initiated the construction of several large-scale kitchens across various parts of Nairobi County for the feeding program. However, these efforts have already incurred a cost of 10 million to taxpayers.
