Kimilili MP, Hon. Didmus Barasa, has sponsored the National Transport Safety Authority Amendment Bill, 2023, with the goal of bringing order to the fares paid by passengers in Public Service Vehicles (PSVs). The bill seeks to amend the National Transport and Safety Authority Act No. 33 of 2012 by introducing a new section that outlines policy guidelines for regulating fares within the country’s PSVs.
The Bill, which has undergone first reading in the National Assembly, proposes to introduce a new section to the National Transport and Safety Authority Act No. 33 of 2012 which provides for the development of policy guidelines to regulate the fares payable by passengers in the public service vehicles within the country.
The Bill also empowers the Cabinet Secretary for Transport to create measures to ensure that the fares imposed are fair and reasonable, offering protection to passengers against fare hikes.
If the Bill is approved, Public service vehicles will be required to retain copies of timetables and fare tables for passengers.
The Bill has been welcomed by many Kenyans, who have been calling for the government to regulate fares in public service vehicles. However, some stakeholders have raised concerns that the Bill could lead to higher fares for passengers.
The Bill is currently under consideration by the National Assembly.
