Nairobi, Kenya (November 19, 2024) – In a bid to bolster accountability and efficiency within the Kenya government, President William Ruto has implemented a new system of ministerial performance contracts, accompanied by severe consequences for underperformance.
During a ceremony at State House, all Cabinet Secretaries and Principal Secretaries signed contracts outlining specific targets for their respective portfolios. President Ruto emphasized that these contracts are not merely symbolic but represent a firm commitment to achieving the government’s goals, particularly those outlined in the Bottom-Up Economic Transformation Agenda.
“This scorecard will carry recognition, rewards, and sanctions, which will be applied without fail,” Ruto stated. “Excellence, integrity, and efficiency will be rewarded. Failure, negligence, and waste will invite instant corrective action.”
The President stressed that there is no room for excuses or delays, urging Cabinet Secretaries to take personal responsibility for their performance.
The performance contracts are designed to maximize the impact of Kenya’s resources, particularly for those at the bottom of the economic pyramid. The government will evaluate each ministry’s performance at the end of each financial year, issuing a report card that will include recognition, rewards, and sanctions.
This is the second time President Ruto’s administration has implemented performance contracts, signifying a continued commitment to improving government efficiency and accountability.
