YouTube has started rolling out the handles has earlier promised, the handle is underway and you can edit or create the handle on YouTube Studio.
On YouTube Studio > Customize > Basic Info , you will be able to create or edit the new feature. Note that the feature isn’t yet on YouTube Studio App. To access visit YouTube Studio url, you can as well click here
